There is no foolproof solution............

“Ultimately the buck stops with me,” Obama said. “When the system fails, it’s my responsibility.

“This was a failure to connect and understand the intelligence we already had.”

Among the steps Obama ordered was a review of how people are added to no-fly lists, a review of intelligence agency procedures and stepped-up efforts by the Department of Homeland Security to investigate new technology.

But Obama warned that simply installing scanners for explosives at every airport would be only a stopgap.

“There is no foolproof solution,” he said. “In the never-ending race to protect our country we have to stay one step ahead of a nimble adversary.”
